Biden Administration Appoints Howard Law Professor John Woods to the Federal Labor Relations Authority


The Biden Administration recently appointed Howard University School of Law Professor John Woods to the Federal Labor Relations Authority - Foreign Service Impasse Disputes Panel. The Authority was created by the Foreign Service Act of 1980 (22 U.S.C. § 4000) to assist in resolving impasses arising in the course of collective bargaining under that Act over conditions of employment concerning Foreign Service personnel.

Woods is the co-director of Howard University School of Law’s Alternative Dispute Resolution Program.  His distinguished career in arbitration and dispute resolution spans more than 20 years, providing services throughout the Americas, Europe, and Africa. He has served on prominent international and domestic panels such as the United Nations, American Arbitration Association, U.S. Federal Mediation and Conciliation Service, and the U.S. Equal Employment Opportunity Commission.  Also, Woods is the former chief mediator and head of dispute resolution for the U.S. Federal Government, as well as a commissioner for the District of Columbia.
