Professor Fabrikant is a partner with Manatt Phelps & Phillips. Following law school, Mr. Fabrikant was the Senior Law Clerk to Chief Justice Warren E. Burger.

Mr. Fabrikant is a trial lawyer who specializes in complex civil and criminal litigation in the health care industry, with an emphasis on antitrust, and fraud and abuse issues. He represents for-profit and non-profit healthcare delivery systems, pharmaceutical companies, acute care hospitals, psychiatric hospitals, managed care physician groups, durable medical equipment suppliers, nursing homes, individual physicians, and trade associations.

Mr. Fabrikant has served as Special Counsel to the Office of Inspector General, Los Angeles Unified School District, and was an Adjunct Professor of Law at the University of Southern California Law School. He is presently an Adjunct Professor of Law at Transnational Law and Business University in Seoul, Korea, and The Howard University Law School in Washington, D.C.

Mr. Fabrikant is a past member of the University of Singapore Law Faculty. He also is the past Assistant Chief of the Energy Section, Antitrust Division of the United States Department of Justice, a past Assistant U.S. Attorney for the District of Columbia, and a past Special Bar Counsel in the District of Columbia. Mr. Fabrikant is the founder and past Chairperson of the Health Care Fraud and Abuse Subcommittee of the White Collar Crime Committee of the American Bar Association. Currently, Mr. Fabrikant is the Co-founder and Co-Chairperson of the False Claims Act and the Qui Tam Subcommittee of the ABA White Collar Committee.


Mr. Fabrikant is the precedent author of Fabrikant, Kalb, Hopson and Bucy, Health Care Fraud: Enforcement and Compliance, an annually updated treatise published by Law Journal Press.
